Early Childhood Legislation Amendment (Premises Approval in Principle) Bill 2023

This bill has recently been introduced into the Victorian parliament. According to the explanatory memorandum:

The Early Childhood Legislation Amendment (Premises Approval in Principle) Bill 2023 amends the Education and Care Services National Law to establish an approval in principle process for certain types of education and care service premises, acquitting a recommendation from the 2019 National Quality Framework Review to improve the safety of children attending centre-based education and care services located in multi-storey buildings.
It also amends—
- the Education and Care Services National Law Act 2010 to declare that the approval in principle process in the Education and Care Services National Law applies in Victoria, and to enable the Minister to declare by Order that an approval in principle is to be a precondition of a service approval in certain circumstances.
- the Children's Services Act 1996 to maintain alignment with the Education and Care Services National Law, including by establishing an approval in principle process for certain types, of children's service premises in multi-storey buildings and, making certain offences infringement offences.
