Report on Government Services 2025

Part B of the Report on Government Services 2025 (ROGS report) was published recently. This part of the Report deals with childcare, education and training. The ROGS report is an annual report produced by the Productivity Commission comparing the performance of State and Territory governments in the delivery of a wide range of services. Some of the data has already been published by ACECQA (see my previous post). The Report covers a number of aspects of childcare but it includes some interesting information in relation to childcare service compliance (including comparative data):

  • The jurisdictions with the highest number of confirmed breaches of the NQF per 100 services (in 2023-4) were: NSW (325.3), Tasmania (202.9) and Northern Territory (187.9). The lowest were: South Australia (77.7), Victoria (118.4) and Western Australia (146.4). Nationally, there were 200.8 confirmed breaches per 100 services (up from from last year's 192.6), with the highest rates being for family day care (488.7 breaches per 100 services, substantially down from 629.9 last year.) and centre based care (254 breaches per 100 services, up from 237 last year).

  • The jurisdictions with the highest number of serious incidents (as defined in regulation 12 of the National Regulations) that have occurred per 100 services (in 2023-4) were: ACT (235), Tasmania (193.8) and South Australia (180.5). The lowest rates of serious incidents occurred in Northern Territory (121.6), Victoria (126.4), and NSW (138.2). Nationally, there were 148.1 serious incidents per 100 NQF services with a total of 26,219 serious incidents having been reported. This is up from last year when the figures were 139.4 serious incidents per 100 services and a total 24,142 incidents.
